Add ability to not require signature at business unit level

As of today you can turn off signature requirements for specific customers or specific job types which is nice but we also need it for the business unit level. Usually the signature requirement is turned off for commercial customers and alof of the time job types are shared across both residential and commercial customers. Adding the ability to turn these off at the business unit level would let tenants turn them off for commercial customers if they had a specific commercial business unit which most do
