Ability to Dispatch an Apprentice Tech to an appointment where the Invoice was Already paid

Currently a managed tech is required on an appointment to send out an apprentice tech. The apprentice tech may just be going back to the location to complete work on a job and the money has already been collected by the managed tech. It would be nice for the apprentice tech to be able to return without a managed tech assigned.
