Reduce Scrolling on Mobile Closeout Screen

When a tech goes to the closeout screen, depending on their permissions, they have to scroll down on that page to get to the job closeout area. However, when they go there it doesn't seem like a screen that would be scrolled through. Therefore, he selected to mark myself as done rather than closing out the job because he didn't realize he had to scroll down. Small issue and now that we know about it it won't happen again. But it does seem like it could all fit on one screen to make it crystal clear for all techs on the mobile side.
