Have project tracking toggle on the project page to allow budget vs actual to show up or not

Many tenants using project tracking use it for just parts of their companies and don't want it on for 80% of their other projects.

Having a toggle on the project level (similar to the retainage toggle that already exists) could allow them to use their projects in a way that better serves them.

we definitely would need good logic for when the toggle would be set:

-default on if a location opportunity is converted,

-or an opportunity on a location is created,

-or can't be turned on if an estimate is sold on the JOB level and booked into a job (aka the sold estimate items are already on an invoice instead of billing on the project level ETC)
