Add thresholds to alert for cost adjustments/need to be billed in project portfolio

Problem: On project portfolio there's nothing drawing attention to projects that should require cost adjustments or projects that need to be billed for.

Solution: Allow for filtering on the project portfolio screen similar to what we have in reports. Additionally, we need to bring in columns from the WIP report such as over/under billing.
