Permission to disable additional jobs added to a closed out Project

Create a permission where if a Completion Date is selected and a Project is closed out, that no new jobs can be added to that particular project. Only office Admins with the permission to edit closed out Projects would. This helps with payroll and associated spiffs being paid out properly
